BIS certification is an absolute means for providing the third party guarantee of the quality, safety and reliability of products to the customers. BIS certification is voluntary. However, the Government of India has eventually made BIS certification mandatory for certain products taking into consideration the main issue that is public health. As per government notification, 90 products are mandatorily required to have BIS certification. BIS also operates foreign manufacturers certification scheme under which the overseas manufacturer can also be granted a license to use the BIS standard mark for their product which eventually increases the value of the product. At the very present over 350 licensees have been granted for over 50 Indian standards in approximately 40 different countries.
BIS certification is widely provided in India for the product under many different types of schemes as follows:
1. The normal procedure for Domestic Manufacturing –
For this type of scheme, the applicant is required to submit the BIS certification application with required documents and requisite fee. After the submission of the application, a preliminary factory evaluation is carried out by a BIS officer. Then samples are keenly tested in the factory are also drawn for some independent testing. The BIS certification is provided only if the sample is acceptable. In this method, BIS certification is expected to be granted within 4 months of submission of application.
2. Simplified procedure for Domestic Manufacturer-
In this simplified procedure, the applicant has to submit the reports of the sample from a BIS approved lab along with the application for BIS certification. If the test report seems to be satisfactory, then a verification of the factory premises is done by the BIS officers only. BIS certification is granted if the verification done by the BIS officers is satisfactory. Under this method. The license is usually granted within 30 days of submission of the application of BIS certification with the required documents and test report.
3. Tatkal scheme
As the name suggests this scheme is for those manufacturers who need BIS standard mark mandatorily as per the government notification can obtain BIS certification under this tatkal scheme. Under the tatkal scheme, the application is processed within the strict timelines and the total time for processing is specified as 30 days. Besides, the application received under the tatkal scheme will be processed on a priority basis to focus on the strict time norns.
4. ECO Mark Scheme
BIS license for eco-friendly products is granted Separately in the scheme distinct from the normal BIS certification process. Eco-friendly products should always conform to the additional requirements specified in the Indian standard to qualify for the Eco-friendly mark or ECO mark. The procedure for grant of license is somehow very similar to that of the domestic manufacturer scheme.
5. The foreign manufacturer certification scheme
The applicants from overseas/foreign are granted a license for the use of ISI mark under the Separately designed scheme within around 6 months.

As it is earlier mentioned that certain products are required to have the BIS license mandatorily considering the public health and safety. Without BIS certification, these products cannot be manufactured or sold in India. The following are products that require mandatory BIS certification.

Wireless Planning and Coordination is the abbreviation of WPC. It was first established in the year 1952. It is a part of the department of telecommunications for Licensing and Regulations (LR), New Technology Group (NTG), Standing Advisory Committee on Radio Frequency Allocation (SACFA) to facilitate government and also the private wireless users, in India.
All Electronic Devices that operate on WiFi, Bluetooth, NFC, and other de-licensed categories required WPC-ETA Approval first, to be sold into the Indian market. There is a list of things that are issued licenses by WPC, and they are :

ETA is an acronym for Equipment Type Approval. It is mandatory for every equipment or device operating in the de-licensed frequency bands such as FCC/GMRS, granted by Wireless Planning and Coordination, for their use in Indian Telecom Network.
WPC/ETA is granted only to Indian agencies. No foreign manufacturers are authorized to apply unless they are authorized by an Indian agency for it.
The following data is required to be submitted in the application
· Identification of the candidate.
· Name of producer.
· Address of the company/producer.
· If it is an external power, the subtle elements of the Authorized organization.
· Details of the product with its model number.
· Details of the Transmitter and the recipient including transmission frequency and other technical specifications if needed.
This application will be submitted with Wireless Adviser to The Govt. of India by the WPC Licensing Services Provider in India.
The candidate is required to present a duplicate copy of the Radio Test Report issued by an authorized test research center. The Radio Test Report is issued by an authorized research facility after completing the required test on the items set up for the licensing and must contain applicable points of interest such as estimations and range plot, subtle elements including video data transfer capacity, frequency length, etc.
Lately, Wireless Planning and Coordination (WPC) suspended the requirement for obtaining Equipment Type Approval (ETA) for prototypes, samples and pre-launch complements of wireless equipment concerning the license released band in India.

Bureau Of Indian Standard, abbreviated as BIS, is a department of Ministry of Consumer Affairs, Food, and Public Distribution, which is a ministry responsible for the examination of a line of products, in order to check if they are up to the mark and fit for the consumer. It is a successor of the former ISI (Indian Standards Institution). Remember those ISI marks that used to be on the label of your packaged water bottle, the very same. Obtaining the certification is not mandatory for all the products that are there.
Keeping in view, the interest of consumers as well as the industry, BIS is involved in various activities as given below:
IT equipment comes under Scheme II of the BIS, also called as the Registration scheme.
As per the Order, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian Standard specified in the Order. Manufacturers of these products are required to apply for registration from Bureau of Indian Standards (BIS) after getting their product tested from BIS recognized labs.
Bureau of Indian Standards (BIS) then registers the manufacturers under its registration scheme who are permitted to declare that their articles conform to the Indian Standard (s). The registered manufacturers are then allowed to use the Standard Mark notified by the Bureau.
In total, there are about 1500 standards set on IT products which range from durability of the product, to the power consumed by it.
So here is the procedure to obtain a BIS certification:
(a) Submit a sample of the product with an approved or recognized BIS testing laboratory in India to get the product tested along with the required laboratory fees. The fees can vary according to the product under consideration.
b) The testing process typically takes a month’s time to get completed. After the thorough examination of the product to check its suitability for the consumer, the laboratory issues the Test Report. In the case of non-conformity to the prescribed standard, the lab will issue a non-conformity report.
c) This test report along with other required documents need to be submitted along with the application Form-VI (for BIS Registration) and Form-V (for ISI Registration) to the regional office of the Bureau. The required application fees need to be remitted too along with the form, which are also mentioned in the official government website. The fees are usually greater than those required for electronic goods.
d) The next step is where BIS officials visit the factory for physical verification. The purpose is to check the manufacturing process and Quality-Control process of the unit. The officers can pick up random samples from the factory and those samples are sent for further testing. This keeps the manufacturers on their toes.
e) In the final step, after all the documents have been submitted and the BIS officers are done with the manual scrutiny of the factory, all the documents and reports go through a final check-up (to check if there was any glitch in the whole process), before the official certificate is issued. Once the approval is received the Government fee needs to be deposited to receive the certificate. It is advisable to seek expert help from BIS certifying agents so that they can handle the entire process and guide on the requisite fees required to be paid. ISI Mark registration fees and the BIS Certification costs differ from product to product.
f) In case of non-conformity (step (b)), the process or the product needs to be rectified and the rectification report needs to be submitted along with the Government fees or the annual marking fees (in case of ISI Certification). On satisfactory submission, the Bureau will issue the relevant certificate.

The BIS is the National Standard Body of India.

The primary function of BIS is to set national standards for consumer products and to check on their compliance with the manufacturers. BIS takes care of the activities like standardization of the products manufactured, marking of the goods, quality certifications, and other incidental matters.
The BIS provides traceability as well as tangibility benefits to the Indian economy. It ensures the reliability of the consumers and gaining more confidence from them by providing quality products with minimized health hazards and promoting import substitutes and exports. The BIS controls the proliferation of
varieties of goods through its methods of standardization, certification, and testing.
The government made it mandatory for the products and companies to be BIS-certified. The companies need to put a “BIS-certified” label and mark on their specified products.
BUREAU OF INDIAN STANDARDS (BIS) PRODUCT CERTIFICATION SCHEME
As per the rules and regulations of the BIS Act, 2016 the BIS is authorized to take conformity actions for product assessment, certification of the product, and assessment of production processes and other services.In the product certification scheme of BIS, it grants licenses to the manufacturers’ products to use the standard compliance mark or grants a certificate of conformity of compliance with the set standards. The BIS mark present on the products is known as a Standard Mark. The standard mark is an assurance of conformity to the standards and specifications set by the BIS Act,2016.
BUREAU OF INDIAN STANDARDS (BIS) COMPULSORY REGISTRATION SCHEME
The product certification scheme provides third-party conformity and assurance about the quality, standard, reliability, and safety of the product to the consumers. The manufacturers can self-certify their products after establishing conformity to the standards and the BIS also keeps close surveillance on the quality control of the products through surprise inspections.
The product certification scheme is however voluntary in nature but considering the interest, safety, infrastructural requirements and mass consumption of the public the Central Government made it mandatory.

The BIS certification has become mandatory for all the products imported in India.
This will not only protect the interest of the manufacturers against low-quality products but also ensure consumer interest by eliminating deceptive practices and maintaining standards. This shall be very beneficial at the consumer-end by providing them quality assurance through the elimination of sub-standard products from the market.

But not all the goods require a BIS certification, there are certain goods whose certification is optional. But there are certain goods which mandatorily require the BIS certification. There is a separate scheme for such goods known as Compulsory Registration Scheme.
CRS i.e. Compulsory Registration Scheme is a scheme and policy of the Bureau of Indian Standards (BIS). This scheme was introduced in 2012 by the Ministry of Electronics and Information Technology and BIS.
The scheme originally covered 15 products in 2012 but at present, it covers more than 50 products.
According to this scheme, all the people who are manufacturing, storing, selling, importing or distributing the goods listed under this scheme are required to apply for the BIS certification. Manufactures need to get their product tested from BIS recognised labs for applying for the certification. Once BIS registers the manufacturers, he is allowed to use the standard mark for their products in conformation with the Indian Standards.
The CRS is further divided into two classifications:
Scheme I(ISI Mark Scheme)
It includes about 107 products like cement, circuit breakers, electric iron, electric heaters, packaged drinking water, infant milk substitute etc. the manufacturers of these products need ISI certification before launching them into the market. The process of ISI certification is just like that of the BIS registration i.e. samples are sent for testing. On approval, BIS officers inspect the factory premises and on satisfaction, the ISI certification is done.
It consists of about 50 products majorly including electronic items, information technology equipment, solar photovoltaic, secondary cells, batteries for photovoltaic etc. this scheme was brought in 2012 by Department of Electronics and Information Technology and BIS. It is now regulated by the Ministry of Electronics and Information Technology and the Bureau of Indian Standard.

In 2012 when this scheme was introduced, it had 15 categories of electronic items and then in 2014 another 15 products was added. And according to the act no person shall manufacture, store, sell, import or distribute these goods without obtaining the certification.
Procedure for applying
Check if your product falls under the scheme.
Submit your product sample for testing at BIS recognised labs.
At the time of submission, the test report should not be older than 90 days.
Foreign applicants have to appoint an Authorized Indian Representative, in case he does not have any Liaison Office or Branch Office.
Submit an Affidavit cum Undertaking as per the guidelines of BIS.
So if you are a manufacturer of the goods covered under the Compulsory Registration Scheme, just get your certificate as soon as possible and manufacture your products in conformity with the Indian Standards.
Telecommunication Engineering Centre (TEC) is a government body under telecom commission and is a nodal agency of Department of Telecommunications. It is responsible for drawing standards, general requirements, interface requirements, service requirements and specifications of telecom products, services and networks. It has headquarters in New Delhi. The basic mission of TEC is to develop new specifications and update the old ones to move along with global development.

As per Indian Telegraph Rules, 2017 every telecom product needs to be approved by TEC, after undergoing mandatory testing. All telecommunication and IT equipment are subject to Type Approval. It covers all types of Radio Equipment also. TEC provides two approvals:
Type approval is an approval granted to a telecom product or network which will be interfaced with Indian telecom network. Type approval is given only after a proper evaluation and testing of the sample product. The sample product has to comply with the Generic Requirements provided by TEC approval .Separate approvals shall be provided for different products.
