Wireless Planning and Coordination Wing (WPC) is a branch of Department of Telecommunications, under Ministry of Communications, created in 1952. This government agency is responsible for issuing amateur radio licenses, allotting frequency spectrum and monitoring it. It has its headquarters in New Delhi and has regional branches in Chennai, Mumbai, Kolkata and Guwahati.
Wireless Planning and Coordination Wing (WPC) is divided into the following major sections:
• Licensing and regulation
• New Technology Group
• Standing Advisory Committee and on Radio Frequency Allocation (SACFA)
SACFA recommends on important frequency allocation issues, formulates frequency allocation plans, oversees clearance work of wireless installations etc.
WPC issues various licenses for which people may apply namely:
• Network License
• Non- Network License
• Coordination License
• Certificates
• Type Approval
• Amateur License
Along with the above-mentioned licenses, users may also file for SACFA applications.
How to Apply For Licenses
- To apply for WPC License follow the following steps:Open WPC in your browser.
- Sign Up if you already have your account or create a New Account if you are a new user.
- Enter your details i.e. Login ID, Password and other required details.
- Once signed up, select the license you want to apply for and apply for that.
- Submit the required documents with application and prescribed fees in WPC office.
- Once the application is accepted by WPC. The license is granted.
WPC Approvals are required by various import companies. All wireless transmission less than 3000 GHz are considered the “Wireless Communication” is controlled by WPC.
What is ETA Licensing?
Equipment Type Approval (ETA) is a type of license issued by WPC. As per rules specified every equipment or device that operates in de-licensed frequency bands like Bluetooth devices, mobile phones, Wi-Fi technology, RFID equipment etc. Also, there are some license-free frequency bands, for which no one has to apply for the ETA.
Application Procedure for ETA
Submission of documents along with the application for ETA.
The following information is required to be filled in the application:
Name of manufacturer
Address of the manufacturer
Name of the Authorized Agency, in case of foreign authority
Details of the product along with the model number.
• Pre-Scrutinization of documents as per the checklist.
• Acceptance of application by WPC.
• Final scrutinization of documents.
• If there is any deficiency in the documents then, the query is raised by WPC and deficiency are fulfilled by the applicant.
• Finally, ETA is granted by WPC.
Applicants for ETA
The Equipment Type Approval is only granted to Indian agencies i.e. foreign manufacturers are not authorized to apply for ETA. But a foreign manufacturer may apply for ETA by authorizing an Indian Company for the same and submitting an Authorization Letter.
Documents required of ETA
• FCC or ETSI report of the product with radio test results
• The testing should be conducted in the ISO-accredited labs.
• Accredited test laboratory’s certificate copy.
• The user manual of the product.
• Complete application form, with all the required documents.
The process of obtaining ETA take s around 1 week to 1 month based upon the validity of the documents and test reports.
The fees charged by the government to grant the WPC license is Rs. 10000.
