What is WPC and ETA Licensing?

Wireless Planning and Coordination Wing (WPC) is a branch of Department of Telecommunications, under Ministry of Communications, created in 1952. This government agency is responsible for issuing amateur radio licenses, allotting frequency spectrum and monitoring it. It has its headquarters in New Delhi and has regional branches in Chennai, Mumbai, Kolkata and Guwahati.

Wireless Planning and Coordination Wing (WPC) is divided into the following major sections:
• Licensing and regulation
• New Technology Group
• Standing Advisory Committee and on Radio Frequency Allocation (SACFA)


SACFA recommends on important frequency allocation issues, formulates frequency allocation plans, oversees clearance work of wireless installations etc.
WPC issues various licenses for which people may apply namely:


• Network License
• Non- Network License
• Coordination License
• Certificates
• Type Approval
• Amateur License

Along with the above-mentioned licenses, users may also file for SACFA applications.

How to Apply For Licenses

  • To apply for WPC License follow the following steps:Open WPC in your browser.
  • Sign Up if you already have your account or create a New Account if you are a new user.
  • Enter your details i.e. Login ID, Password and other required details.
  • Once signed up, select the license you want to apply for and apply for that.
  • Submit the required documents with application and prescribed fees in WPC office.
  • Once the application is accepted by WPC. The license is granted.

WPC Approvals are required by various import companies. All wireless transmission less than 3000 GHz are considered the “Wireless Communication” is controlled by WPC.

What is ETA Licensing?

Equipment Type Approval (ETA) is a type of license issued by WPC. As per rules specified every equipment or device that operates in de-licensed frequency bands like Bluetooth devices, mobile phones, Wi-Fi technology, RFID equipment etc. Also, there are some license-free frequency bands, for which no one has to apply for the ETA.


Application Procedure for ETA


Submission of documents along with the application for ETA.


The following information is required to be filled in the application:
 Name of manufacturer
 Address of the manufacturer
 Name of the Authorized Agency, in case of foreign authority
 Details of the product along with the model number.
• Pre-Scrutinization of documents as per the checklist.
• Acceptance of application by WPC.
• Final scrutinization of documents.
• If there is any deficiency in the documents then, the query is raised by WPC and deficiency are fulfilled by the applicant.
• Finally, ETA is granted by WPC.
Applicants for ETA
The Equipment Type Approval is only granted to Indian agencies i.e. foreign manufacturers are not authorized to apply for ETA. But a foreign manufacturer may apply for ETA by authorizing an Indian Company for the same and submitting an Authorization Letter.
Documents required of ETA
• FCC or ETSI report of the product with radio test results
• The testing should be conducted in the ISO-accredited labs.
• Accredited test laboratory’s certificate copy.
• The user manual of the product.
• Complete application form, with all the required documents.


The process of obtaining ETA take s around 1 week to 1 month based upon the validity of the documents and test reports.
The fees charged by the government to grant the WPC license is Rs. 10000.

BIS Registration for LED Lights

Yes, you heard that right. According to Indian laws, there are separate laws abiding by various categories of products require registration for BIS. As per the rules and regulations laid by the specified provisions of respective act registration from the Bureau of Indian standards is compulsory for pre-specified or specific categories of products.

The Bureau of Indian standard provides guaranteed certification to a specific category of product that is listed in the records according to which certification is necessary to sustain the originality of its quality, relevance and reliance.

For manufacturers, industrialist and other middle man involved in the process of manufacturing and business concerns, it has now become mandatory to get the certified registration from Bureau of Indian standards complying with all the rules and regulations as asked for.

The BIS product certification scheme has recently provided QA certification and the application of ISI marks to the manufacturers who make the quality of their products up to the mark as per the requirement said to comply with.

Recently the government of India has made it mandatory for certain category of items including LED lights and other related goods to get certified from Bureau of Indian standards and get registered thereon.

Main benefits that BIS certification offers

  • The customer gets the quality and standards of products with the certification as there is full assurance of it even after proper investigation.

  • According to the provisions, some specified category of products is mandatory to have the BIS certification with the manufacturer. In case the rules and regulations are not followed, penalty and punishment may be attracted. So to stay away from such a situation, it is always advised to have the products certified as per the standards.

  • Once the certification is obtained, it gives an impression that the quality of products are entirely assured and this can be of a more significant advantage as far as reputation in the eyes of the customer is concerned.

Mandatory products for BIS Certification

Certain products are mandatory to have BIS certification in India considering public health, safety and welfare. These products are covered under Compulsory Registration Scheme (CRS). The CRS is further divided in two classifications:

Scheme I (ISI Mark Scheme)

It includes about 107 products like cement, circuit breakers, electric iron, electric heaters, packaged drinking water, infant milk substitute etc. the manufacturers of these products need ISI certification before launching them into the market. The process of ISI certification is just like that of the BIS registration i.e. samples are sent for testing. On approval, BIS officers inspect the factory premises and on full satisfaction the ISI certification is done.

Scheme II (Registration Scheme)

It consists of about 50 products majorly including electronic items, information technology equipment, solar photovoltaic, secondary cells, batteries for photovoltaic etc. this scheme was brought in 2012 by Department of Electronics and Information Technology and BIS. It is now regulated by the Ministry of Electronics and Information Technology and the Bureau of Indian Standard.
